Commands and global ban list

Hi I was thinking of putting this plugin on my server, but I just had a few questions. I have been trying to find a complete command list but for some reason I can't lol. My search-fu is a little off today i think, can someone link me please? Also, i was wondering if it is possible to disable the server from globally banning people, or at least, allow an admin to confirm if he wants to do this. The reason i'm concerned about it is because I want to be able to experiment with setting up banned cvars and stuff and don't want to accidently people Thanks.

Only trusted servers could ever submit to the global banlist. No bans from your server would ever go to the global banlist.
