Kigen's Anti-Cheat

It seems that when people are banned I cannot unban them. I can unban them temporarily using the "removeid" command, but when the map changes they are banned again. I am using the no sockets version. Is it because it is programmed to addban if they are in the KAClog? do I need to remove them from there also?

No, the only way they'd get banned again is if something else is banning them or they still retain what caused them to be banned initially by KAC.
