A Few Questions on KAC

There's a few questions I would like to know about KAC.

First... I have a friend in my clan that is vac banned, and hes a good friend. If hes vac banned and i make my server insecure with KAC can he join?

Second... I wanted to know if global KAC bans happen right away, or if there's a waiting period like VAC?

KAC global bans can only originate from trusted servers. All other servers only read.

KAC and VAC are two different systems.
